Mrs. Musingwiire is the Chief Executive Officer of the Ministry of Public Service, which is the institution mandated over the Human Resource Management functions of the entire Public Service of Uganda.
She has previously worked at Senior Management level in the administration of Kampala Capital City Authority and the main stream Human Resource Management of the Ministry of Public Service at the level of Assistant Commissioner for Compensation and in various Ministries including the Health, Mulago National Referral Hospital, Health Service Commission and the Public Service Commission.
Mrs. Musingwiire has a Postgraduate Diploma in Business Management from the Mediterranean Institute of Management, Cyprus. She attained a Bachelor of Social Work and Social Administration Degree from Makerere University Kampala and has also had intensive studies in Leadership and Human Relation Studies from the same University. She has a Masters of Business Administration from the East and Southern Institute of Management (ESAMI).
She is the chairperson of the Public Sector Transformation programme of Government under the National Development Plan III (2021-2026) The main thrust is reviving Administrative Reform through instituting reviewing of systems and structures, E Government as well as professionalizing the Civil Service, by adopting best practice in Human Resource Management and New Public Administration
